presents his compliments to the Under Secretary of

State for the Colonies and with reference to

telegram No.269 of 28th December, 1938, from the

Secretary of State for the Colonies to the Governor,

Hong Kong, is directed to forward for the

information of the Secretary of State copy (in

duplicate) of letter No.21 dated 16th March, 1939,

to His Britannic Majesty's Ambassador, Tokyo, on

the subject of a Japanese attack on the borders of

the New Territories of Hong Kong on 26th November,

1938.
